This role is a high-level opportunity for geospatial professionals to apply their expertise in Esri ArcGIS, geospatial governance, and cloud-based architectures while directly supporting Medicaid and CHIP programs in the state.
Position Overview
The selected GIS Architect and Development Lead will be responsible for architecting and overseeing the development, integration, and governance of enterprise GIS solutions that align with state and federal public health strategies.
The focus will be on designing and managing geospatial solutions for mapping healthcare clients and providers, ensuring compliance with health policies, data security, and quality standards.
Key Responsibilities
The GIS Architect will:
- Design, implement, and govern ArcGIS-based solutions for healthcare data mapping and analytics.
- Develop and maintain geospatial data architectures, workflows, and metadata standards.
- Collaborate with internal teams, external partners, and stakeholders to define governance frameworks and ensure effective data sharing.
- Manage GIS datasets including demographic, socioeconomic, health, and program data with high accuracy.
- Provide mentorship to GIS analysts and developers in spatial analysis, data visualization, and web mapping applications.
- Lead advanced spatial analysis projects to support public health initiatives and ensure compliance with contract requirements.
- Prepare and present technical reports, dashboards, and interactive maps for executive leaders and stakeholders.
Required Qualifications
- Bachelor’s or Master’s degree in Geography, GIS, Computer Science, Public Health, or related field.
- 7+ years of GIS experience, with at least 3 years in an architect or lead role (preferably in health, human services, or government).
- Expertise in Esri ArcGIS (ArcGIS Pro, database management, network analyst toolboxes).
- 5+ years of experience with SQL Server Enterprise Geodatabases, Python, and SQL programming.
- Experience working in Agile/Scrum environments.
- Proven track record in geospatial data governance, policy development, and stakeholder engagement.
- Strong technical writing, documentation, and communication skills.
Preferred Qualifications
- Familiarity with Medicaid, public health, or social services programs.
- Professional GIS certifications such as Esri Enterprise System Design Professional, ArcGIS Enterprise Administration Professional, or GISP.
- Experience with GeoAI for predictive spatial data analysis and generative AI to enhance geospatial platforms.
- Knowledge of Snowflake Data Warehouses for ArcGIS integration.
- Hands-on experience developing custom web-based GIS tools.
